Employers may be legally responsible for employees who drive for business purposes and others may fall under regulated agencies that impose specific requirements in the screening of drivers. ESR helps employers to manage their risk and compliance under the law in all 50 states and countries all over the world.
This search is recommended when class, role or position requires driving on behalf of the company by job applicants in their own, a company or rented vehicle. The Federal Motor Carrier Safety Administration (FMCSA) requires covered employers to adhere to specific requirements under this operating segment of the Department of Transportation (DOT).
ESR obtains driving record information directly from each state’s Department of Motor Vehicles (DMV) and provides driving history subject to the reporting laws of each individual state. Information in the report includes the class of the license, citation history, accident history, suspension information, license restrictions and current status of the driver’s license. All fifty states are available and most records requests are completely in a paperless process.
ESR provides an economical and manageable solution for monitoring driver risk on an ongoing basis. Our offering includes initial (baseline) records, annual rechecks and ongoing monitoring designed to identify changes in a driver’s record. Our technology has the ability to accept bulk imports and as part of an annual or ongoing program.
ESR has the ability to provide driving records in most countries.
The National Driver Register (NDR) is a division in the National Center for Statistics and Analysis under the National Highway Traffic Safety Administration (NHTSA). The NDR maintains the computerized database known as the Problem Driver Pointer System (PDPS) which contains information on individuals whose privilege to operate a motor vehicle has been revoked, suspended, canceled or denied or who have been convicted of serious traffic-related offenses. The records maintained at the NDR consist of identification information including name, date of birth, gender, driver license number, and reporting State. Based on information received as a result of an NDR search, PDPS will "point" the State of Inquiry (SOI) to the State of Record (SOR), where an individual's driver status and history information is maintained.
The Commercial Driver’s License Information System (CDLIS) is a nationwide computer system that enables state driver licensing agencies (SDLAs) to ensure that each commercial driver has only one driver’s license and one complete driver record. State driver licensing agencies use CDLIS to complete various procedures, including:
CDLIS was established under the Commercial Motor Vehicle Safety Act (CMVSA) of 1986 and is based on the Federal Motor Carrier Safety Regulations (FMCSRs) in 49 CFR 383 and 384.
TPre-Employment Screening Program (PSP) Launched in 2010 to improve highway safety, PSP provides trucking and bus companies secure, instant access to commercial drivers’ safety history records for pre-hire screening purposes. A PSP record provides a commercial driver’s 5 year crash history, and 3 year inspection history.
